AUSTIN, Texas -- AUSTIN, Texas (AP) — Heavy rain showers and thunderstorms with some flash flooding have canceled the final day of Austin City Limits Music Festival.
Organizers posted on the festival's website Sunday that a third of ticket price will be refunded based on original price paid.
Festival promoter spokeswoman Shelby Meade said in the post that safety fans, staff and artists "always comes first."
National Weather Service meteorologist Pat McDonald said areas near downtown Austin have received more than 10.6 inches of rain in the past 12 hours.
More than 40 acts were to perform Sunday, including headliners Lionel Richie and Atoms for Peace, the side project of Radiohead frontman Thom Yorke and producer Nigel Godrich.
This was the second of the two-weekend festival.

RUST NEVER SLEEPS (1979) Neil Young's 1978 concert tour, documented in this acclaimed two-hour film that was directed by Young himself (using the pseudonym Bernard Shakey), is a treat for the singer-songwriter's fans. The concept of the show is high (for Young, anyway), if rather odd: roadies (here called "Road Eyes") decked out like the Tusken Raiders from Star Wars, stage announcements from the original Woodstock during set changes, and giant amps, microphones, and so on for an "Incredible Shrinking Man" effect. Of course, it's the music that counts, and there's plenty of that, what with nearly 20 songs (including two versions of "Hey Hey, My My," his nod to the punk movement), acoustic and electric (with longtime companions Crazy Horse), dating back to his Buffalo Springfield days ("I Am a Child") and continuing through popular solo numbers like "Cinnamon Girl","Powderfinger" and the extended "Like a Hurricane."

Neil Young: Guitar, Keyboards, Banjo, Harmonica, Vocals Frank Sampedro: Guitar, Keyboadrs, Vocals Billy Talbot: Bass, Vocals Ralph Molina: Drums, Vocals Crazy Horse's roots reach back to Los Angeles in the early 1960s, when Ralph Molina and Billy Talbot sang in a vocal group with Danny Whitten called Danny & the Memories. "We were one of the slickest acts around," says Talbot, "really into arranging the harmonies, the whole trip." Eventually, Molina took up the drums (having previously played them in a high school marching band), Whitten began concentrating on guitar, and Talbot learned bass and piano; this preceded the group's evolution into a rhythm and rock outfit called The Rockets (also including guitarists George and Leon Whitsell and electric violinist Bobby Notkoff). Playing The Whisky and other LA clubs in '67 and '68, the band attracted a following and recorded one self-titled album which sold "about 5000 copies," Talbot recalls. One of those copies landed in the hands of Neil Young. "We first met Neil and jammed with him a little in Laurel Canyon when he was in the Buffalo Springfield and The Rockets were just coming together," says Talbot. "Later, Neil heard our album, really liked it, and he sat in with us at The Whisky. Then he wanted to record this song, 'Cinnamon Girl,' with Danny, Ralph and me.
